Policy dependencies don't have tolerance for a dot in the name

      Currently if a dot is in the name of a policy, the dependency logic in the propagator assumes it is of the format <namespace>.<name> and doesn't add a namespace. (Code ref: controllers/propagator/replication.go) This causes the dependency to never resolve, even though a user putting a dot in the name is reasonable/allowable.
