      Description of problem:

      Default suggested machine set replicas are inconsistent among cloud platforms and is working as expected; however, a tooltip should be added.

      Steps to Reproduce:

      1. Go to different clusters > Machine pools 
      2. Attempt to enable autoscale
      3. Notice different default suggested numbers for each

      Actual results:

      No tooltip to indicate the reason by the inconsistencies

      Expected results:

      Create a tooltip
