AWS Clusters Maximum Machine Set Replicas are fixed at 6 Machine Replicas or more

      Description of problem:

      When trying to change the number of maximum machine set replicas, the number cannot go below 6 machine set replicas.

      Version-Release number of selected component (if applicable):

      2.12.0-DOWNSTREAM-2024-09-06-20-41-34

      How reproducible:

      Always

      Steps to Reproduce:

      1. Go to clusters > Machine Pools for an AWS cluster
      2. Attempt to enable autoscale
      3. Notice that you cannot go below 6 machine replica sets for the maximum

      Actual results:

      Cannot go below 6 machine replica sets as maximum

      Expected results:

      Should be able to change the maximum replica sets if the minimum replica set is equal to or below the maximum suggested number
