Description of problem: multicluster-observability-addon is added from 2.12 as the dev-preview. But it shows Progressing...no addon works on each managed cluster on the UI.

MCOA addon is enabled only if you use the spec.capabilities field. But if this feature flag is not used, this addon is not working on each managed cluster and show it's not working. should we hide multicluster-observability-addon from the addon page to avoid confusion, user may think this addon is not installed correctly or does not work as expected by default.

3. Open the ACM console, and navigate to the cluster addon page
