Problem

OCP 4.11.fc0 does not deploy on a hosting cluster with OCP 4.10.15

Solution choices

1. Should we be setting the default version of the hostedCluster to that of the hosting service clusters ClusterVersion?

2. Should we have a release field in hypershiftDeployment that if present overrides the HostedCluster and NodePool release fields?? Should we enforce this field over the release value in the hostedCluster and NodePool when its present on the HD.

Choosing

I'm leaning toward 2, but I could be convinced of one...
