Description of problem:

Thanos receive fails to ingest many samples due to:

• Primarily because of duplicate labels
• But also because of out-of-order

The focus is on fixing the duplicate labels issue as this is the prevalent one in this case. This error should not happen because the metrics-collector deduplicates labels before sending them to the hub.
