Project list process for MCE 2.1.0

Sprint 0:

• all squads declare their project list for this release
• squads alert CICD if they will be onboarding or removing projects

Sprint 1: (start of onboarding)

• devs produce a working project to onboard (minimal "helloworld")
• devs open all onboarding & removal issues for CICD team
• CICD reports onboard/removal completion, builds downstream project in product
• devs verify onboarded downstream project works

Sprint Z: (end of onboarding)

• devs sign-off that their project list is complete
• CICD closes project list
• release manager signs off on official list
• any "emergency onboard/removal" between here and feature-completion must first be approved by the release manager
