Description of problem:

The Available condition of the hosted managed cluster becomes false once the klusterlet namespace is deleted on the managed cluster.

Steps to Reproduce:

1. A managed cluster is imported in hosted mode;
2. Once the Available condition of the cluster becomes true, delete the klusterlet namespace open-cluster-management-agent on the managed cluster;

Actual results:

1. The Available condition of the managed cluster becomes false soon;
2. The following errors can be found in the log of registration agent
