By providing a toggle within the MCE CR, users can enable or disable the CAPI feature on their cluster, giving them more control and customization over their environment.

Definition of Done for Engineering Story Owner (Checklist)

• [ ] CAPI component toggle added to the MCE CR.
• [ ] The CAPI component can be toggled on or off via the MCE CR.
• [ ] CAPI components are properly cleaned up when disabled on the cluster.
• [ ] CAPI components are successfully deployed when enabled on the cluster.
• [ ] The CAPI deployment reaches a running state after being deployed on the cluster.

• The code is complete.
• Functionality is working.
• Any required downstream Docker file changes are made.

Tests Automated
