Application list "System" filter can vary depending on installation directory

      Description of problem:

      The System filter identifies apps according to a hard-coded list of namespace prefixes like openshift, open-cluster-management, and multicluster-engine. This can lead to discrepancies when custom installation namespaces are used for ACM or MCE. The "OpenShift" apps filter would be less useful because it would include deployments that make up ACM/MCE.

      Only on environments where ACM was installed into a custom namespace like "ocm" or "rhacm".
