ACM's global hub is an event aggregator, this allows multiple ACM's to be managed from a central point, reaching scale including hundreds of thousands of clusters. With the move toward Common Cloud Events and Event Driven Ansible, each component in ACM has enabled its event set to be used by Global Hub.

Policy and Cluster LifeCycle are to the two core components eventing, this task is to review if and WHEN event emitting may be important to this component.
