grafana cannot be accessed post deployment

      Description of problem:

      grafana cannot be accessed post deployment - when clicking on the link to the dashboard, even through the pods were deployed, it leads to an "application is not available" error.

      2.5.4

      How reproducible:

      very reproducible to customer environemnt

      Steps to Reproduce:

      1. deploy observability
      2. wait for pods to deploy completely
      3. attempt to click on the grafana link on the top right of the "infrastructure > clusters" page

      Actual results:

      error "application is not available"

      Expected results:

      grafana loads

      Additional info:

      • several deployment attempts have been made
      • ingress and api certificate replacement (or addition) to documentation are involved but grafana behaves the same with or without the replacement.
      • sqlite database seems to enter a locked status
      • the version of mce is 2.5.4, but it isn't an option in the list of versions in jira.
