As a customer, I should be able to set an env flag to be passed to installer for clusterpools.

Goals (aka. expected user outcomes)

Any clusterpools deployed on hosted-mgmt cluster can leverage this feature for FIPS enabled clusters

Requirements (aka. Acceptance Criteria):

The recent change in FIPS requires the Host to be enabled. Installer does support a flag to bypass Host checking https://github.com/openshift/installer/blob/master/pkg/types/validation/installconfig.go#L1162C32-L1162C75
 If we can leverage https://github.com/openshift/hive/blob/03ed53493146bb4789351b2a474d6e988d040f20/pkg/install/generate.go#L351 it would be useful for CI build farms
