As part of fixing Install UX and accuracy, and as part of Fixing conrefs, it's been brought to my attention that this file is misplaced inside the Install folder. It was added via this PR, which you can see also has standards and formatting issues, as well, and will need these links changed with new location.

Other things need to change to meet basic standards, to include:

• How commands are joined and not separated in to steps

• Directories /path/to/pull_secret should have been coded; this is in the manuals

• We abandoned the use of "tip" long ago (2020), but it was added in this PR. We have internal doc on this: https://stolostron.github.io/rhacm-docs/wr_special_tag_guidance

Overall the file does not represent the product with it's current location, nor does it represent industry/company standards, so I am going to ask the we fix it for 2.9+ because it is in the Install folder.
