Disable Global Hub MCO block so that we can test GH observability

      Value Statement

      Currently when Global Hub is used, we intentionally disable MCO on the managed Hubs.

      Users of Global Hub (Citi, Amex) would like to be able to observe Managed Hubs centrally in a Global Hub to view health/addon statuses. Currently Hubs run the EndpointMetrics (Observability Addon) in a custom namespace as a non-addon, but there are some shared artifacts which may clash (secrests/CMO alertmanager config). 

      The aim of this spike is to enable observability on Global Hub and test what breaks. 

      Definition of Done for Engineering Story Owner (Checklist)

      • We have a Global Hub test environment with MCO enabled
      • We are able to view metrics/alerts from spoke managed hubs only (no spoke managed clusters) 
      • Any issues that block this are documented on the parent epic

      Development Complete

      • The code is complete.
      • Functionality is working.
      • Any required downstream Docker file changes are made.

      Tests Automated

      • [ ] Unit/function tests have been automated and incorporated into the
        build.
      • [ ] 100% automated unit/function test coverage for new or changed APIs.
