Description of problem:

If a ConfigurationPolicy has an empty namespace and empty namespace selector, it correctly gets an error saying no namespace was specified. Once an unrelated new namespace is created, deleted, or updated, the ConfigurationPolicy's next evaluation gets applied to all namespaces.
