Update Compactor's default compute resources

      We have been testing some new Compactor configuration for Citi, these are changes we should probably include in the default installation as they reduce the risk of compaction backlog building up.

      The configuration improvements (retention, compact concurrency, downsample concurrency, and max compaction level) are already handled on RHOBS-987.

      On this ticket we should have a look at the compute resources allocated to the Compactor pod (cpu/mem/disk).

      Acceptance Criteria

      • Release docs best-practices entry for 2.11 change the recommended non-default settings (CPU/Mem/Disk)
      • Default settings for compute resources of the Compactor are updated to new values.
