Description of problem:

Updating the description to match the current state of affairs:

OADP 1.4 will be made available on OCP 4.13 ( as of July 31, waiting the for completion https://errata.devel.redhat.com/advisory/136695 )

With this change, we are no longer blocked for ACM 2.10.4 

We still want to allow users to be able to update the OADP version  in case a similar situation arises where we need to be able to change the default OADP version to something else

This is opened to deal with this change
