How reproducible:

Steps to Reproduce:

1.  Create an application using Argo CD ApplicationSet- Pull model using the RHACM console on the All Clusters view. On the Placement page, check the default selection for Operator. It's set to "does not equal any of". Try clicking the cross selection to deselect this option. Check the default value for Values.

Actual results: Operator's cross icon is not clickable, make default selection consistent

Expected results:

1. Operator's cross icon should be clickable to deselect the default selection or even any other selection from the dropdown.

2. The default selection should be changed to "equals any of" to make it consistent with Subscription based application deployment. 

3. The default selection for Values should be empty to make it consistent with Subscription based application deployment.
