I order to start looking into this, we need first support for having more than one hub managing a cluster. 

Definition of Done for Engineering Story Owner (Checklist)

• A managed cluster can be managed by more than one hub (running hubs). 
• Document how this works 

Development Complete

• The code is complete.
• Functionality is working.
• Any required downstream Docker file changes are made.

Tests Automated
