Request an SKU for both ACM and MCE to enable Addons

      To onboard both ACM and MCE as addons, we should ensure that we have SKU's for each of them.

      To do this see - https://gitlab.cee.redhat.com/service/managed-tenants/-/blob/main/docs/tenants/requesting_skus.md

      Once we have the SKUs, the addons can be updated to reference them and increase their quota to 1.
