We are waiting for exclusion list support in check-payload in the code path that is called by the CVP tests.  The support appears to have been completed now: https://github.com/openshift/check-payload/issues/193

CVP will need to use the new configurations to use our exclusions.  Once that is done we will have a pattern for how teams can exclude expected FIPS issues in the scan.  Following the pattern that volsync has created.
