Description of problem:
if you go to govenance > policies, you cannot filter policies by policy sets to apply all policies of a set

How reproducible:
all the time
Steps to Reproduce:
- setup two or three policy sets worth of policies with at least a couple each
- head to governance > policy sets
- try to apply all policies in a policy set
- head to governance > policies
- try to search or filter the policy set by name
Actual results:
there is no result if searching for the policy set name (previous versions could do that) - and there is no filter you can use for policy set. As it is not possible to use policy sets to apply all policies in a set (no action) you also can't use that.
Expected results:
Able to apply all policies that are part of a policy set by using select all and an action
Additional info:
customer mentioned they were able to search by policy set name in governance > policies when using the search field. this suggests that the value used to be indexed but isn't.
this can quickly become a nuisance as policies part of several policy sets can cause clashes in naming conventions that are used as a workaround.
It is highly required for customers who have 80+ policies through several sets to be able to filter by policy set and select actions to apply all policies in a set from the governance > policies page.
it may also be good to have similar controls in governance > policy sets for entire policy sets added.
