Description of problem:

After applying the policy for auto import in the doc:

Expected for HCP's that are discovered to be auto-imported, however nothing happens, but we can still import manually. 

The policy also seems to not have a good status.

1. Apply policy for auto import
2. import managed mce hub into ACM
3. create hcp on managed mce
4. expect hcp to be discovered and auto-imported, but it is only discovered.
