Description of problem:

installing downstream ACM 2.11 image and importing managed clusters, the managed cluster do not apperas in  observability (grafana [dashboard)|dashboard PR : https://github.com/stolostron/multicluster-observability-operator/pull/1383*]

Hub OCP -  4.16.0-rc.3

How reproducible:

2 of 2 attempt

Steps to Reproduce:

1. deploy any 4.16 ocp with CNV (psi)
2. install MCO+MCH operators 
3. install ACM (non GA) using deploy  2.11.0-DOWNSTREAM-2024-05-23-15-16-26 or  latest
   from https://quay.io/repository/stolostron/acm-custom-registry?tab=tags
4. after ACM installed succeessfully, import extrernal cluster using "import cluster"
5. check "add-ons" of the imported cluster
6. 
7. check grafana dashboard

Actual results:

 grafana dashboard dosent show any data related to the imported cluster's, it only displays localcluster info

Expected results:

 grafana dashboard must show  data related to the imported cluster's
