Description of problem:

Setting up an ACM hub with imported MCE clusters to discover HCPs on those MCEs, the expected namespace created for the additional work-manager and service account addons is not being created.

Steps to Reproduce:

1. Follow steps to import MCE, including setting up addon deployment config https://github.com/stolostron/hypershift-addon-operator/blob/main/docs/discovering_hostedclusters.md#enabling-the-hypershift-addon-for-mce 
2. Import MCE clusters
3. Observe the new namespace is not created on the MCE clusters
