Currently, the status of ACM when it is progressing or pending is only captured within the ACM CR instance. To make debugging easier, the operator should log which components are not available or ready within ACM.

Definition of Done for Engineering Story Owner (Checklist)

• [x] The operator logs a message if a component within ACM is not fully available, specifying which component is not ready.

Development Complete

• The code is complete.
• Functionality is working.
• Any required downstream Docker file changes are made.

Tests Automated

• [ ] Unit/function tests have been automated and incorporated into the
  build.
• [ ] 100% automated unit/function test coverage for new or changed APIs.
