Creating HCP cluster with OpenShift Virtualization Operator should not show Error warning about Operator required when its already installed.

      Description of problem:

      Creating a HCP Cluster with OCP - V shows ERROR Warning -

      Operator required

      OpenShift Virtualization operator is required to create a cluster.
       

      Version-Release number of selected component (if applicable):

      $ oc get clusterversion
      NAME      VERSION   AVAILABLE   PROGRESSING   SINCE   STATUS
      version   4.15.11   True        False         5d3h    Cluster version is 4.15.11

      Operator Versions:

      open-cluster-management                advanced-cluster-management.v2.10.2
      openshift-cnv                          kubevirt-hyperconverged-operator.v4.15.1

      How reproducible:

      Everytime

      Steps to Reproduce:

      1. Install OpenShift Virtualization 
      2. Install Advance Cluster Management for Kubernetes
      3. Create Cluster with Open Shift Virtualization 

      Actual results:

      ERROR warning occurs for OCP-V Operator required to create cluster.

      Expected results:

      Warning should not occur when Operator is already present in cluster. 

      Additional info:

      Issue is not seen in 4.14 version and only occurred in 4.15 version.
