To make sure there are no regressions in regarding to memory usage of the MCO operator in 2.10 conduct a test and compare results for 2.9 vs 2.10.

Acceptance Criteria:

• Ensure the simulated tools work, fix if necessary: https://github.com/stolostron/multicluster-observability-operator/tree/main/tools/simulator/managed-cluster
• Test the tool with 3500 clusters and compare memory usage with the perfscale test ~2gib (ACM-11186)
• Setup a 2.9 cluster and a 2.10 clusters with a large amount of simulated managed clusters and collect data about memory usage from 2.9 and 2.10 comparing the results.
