Epic Goal

add terminate taint in managedcluster when it is in delete state. Exclude terminating clusters from Placementdecision, So that placement related workload can be evicted accordingly.

Why is this important?

Placement currently still select cluster in deleting state. It may cause some bugs, e.g. workload will still be applied to the cluster in deleting state, making it hang in the deleting state for a long time.
