managedcluster-cluster-secret is expired when upgrading to ocp 4.15

How reproducible:
Always
Steps to Reproduce:
- Upgrade a managed cluster to 4.15 (can be local-cluster)
- Gitops server shows cluster is failed
- Try to use token in managedcluster-cluster secret in either openshift-gitops or the managed cluster namespace, both fail with it being expired/invalid
Actual results:
Token isn't updated
Expected results:
ACM refreshes the token
Additional info:
This breaks integration with Openshift gitops as this is the secret gitops server uses to connect to the managed cluster.
