In the OpenShift catalog, when installing an operator that supports the multiple modes, the user can specify whether to install it on "all namespaces" or "a specific namespace" (which can then be specified). Currently, the OperatorPolicy supports configuring this in the API, but not in the UI.

The operatorGroup.targetNamespaces is what would configure this, but the API supports many options that we don't believe users will necessarily need. In addition, we don't think that most users will need to set the name of the OperatorGroup. So, the proposal is just to add a single option in the policy wizard for "all namespaces" or "single namespace". The help text should explain that in single namespace mode, the operator will only be available in the namespace it is installed to.

Advanced users would still be able to access the additional controls through the YAML.
