Currently remediationAction has no effect on Gatekeeper Constraints. Instead, we could translate the inform/enforce to warn/deny (and don't override it if it's been set to dryrun).

We would honor the same translation as the template-sync where:

• enforce => deny
• inform => warn
• not set => what ever is in the constraint
