When STS is enabled on the cluster
1. OADP installation requires the role_arn to be be set when the operator is installed. There is a required option the user to input at the time of the OADP installation
2. The OADP operator installation can only be done using Manual mode. So the user has to accept the operator installation, it is not done automatically

Because of the above we need to skip the OADP operator installation when ACM is installed on a STS enabled cluster.
The backup chart should have some way of knowing this is an STS cluster and not run the OADP install
