With the new recording rule added in ACM-10961, a new dashboard should be created using the optimized recording rule. A new dashboard is required to be added, side by side with the older one, as the new recording rule need some time to accumulate data.

Further the new dashboard show use a custom case of the "all" cluster variable, to avoid long unwieldy queries.

Acceptance criteria:

• New "ACM - Clusters Overview" added side-by-side with old one
• Should use the new recording rule from ACM-10961
• The variable "value" used for selecting clusters should use a custom "all" value set to: ".+" (also fix this in the older dashboard)
