our desired restore order for cluster resources is the following:
- add a new resource klusterletconfigs.config.open-cluster-management.io before managedcluster
- move the managedcluster just before the namespaces.
- remove the managedcluster.clusterview.open-cluster-management.io from the backup list, it is an internal resource, no need to back up and restore, same as the managedclusterset.clusterview.open-cluster-management.io(not in the list)
