Description of problem: 

Maybe none doable/worth extra effort, figured I'd raise it as wishful thinking.

On ACM's console "All cluster" view, clicking on the question mark/documentation link forwards to[ OCP documentation|https://access.redhat.com/documentation/en-us/openshift_container_platform/4.14/], IMHO as we're now ACM focused it should forward to ACM's documentation instead. If you revert back to "local cluster" OCP focused work forwarding should remain OCP oriented.

Steps to Reproduce:

1.  Install OCP
2.  Install ACM
3. Login to OCP console, click on "All clusters" to reach ACM console, right top corner click on the question mark, then on Documentation, a new tab with OCP docs is opened rather than ACM docs, see attached screenshot.

Actual results:

Unexpectedly I reached OCP's documentation.

Expected results:

While focusing on ACM's console/actions I'd expect ACM's documentation.
