      Description of problem: The metrics collectors are running on the manged clusters, data are collected and forwarded successfully. But the observability-controller status is progressing on the console.

      1. Import the managed cluster
      2. enable the Observability
      3. navigate to the managed cluster addon page on the console
      4. the observability-controller status is progressing.
