Value Statement

Users need to be informed of any risks associated with upgrading their clusters before doing so. The fleet view/Overview page needs to display a widget that summarizes the percentage of clusters with risks in upgrading.

This widget will navigate the user to the ACM Clusters page where they can then decide which clusters to upgrade

The widget will call the POST request against Insights API `/upgrade-risks-prediction`. This includes a body of cluster ids which is limited to 100 ids per request.
