Description of problem:

While installing Submariner-addons on IBM Z for Regional DR setup, found out that some of the pages related to managed clusters are missing. Able to see only, "Select Clusters" and "Review" page. Other pages for updating configuration on managed clusters are missing.

Steps to Reproduce:

1. Install ACM2.10 on OCP4.15
2. Create Multiclusterhub
3. Import managed clusters
4. Create clusterSet
5. Label worker nodes with "submariner.io/gateway=true"
6. Install Submariner-addons

Actual results:

Pages for updating configurations like gateway count etc. for managed clusters are Unavailable while installing submariner-addons on IBM Z.

Expected results:

Pages for updating configurations like gateway count etc. for managed clusters should be available while installing Submariner-addons on IBM Z.
