Restore resources in the managed cluster namespace after the managedcluster is created

      we expect to add a new note for the "Resources restored at managed clusters activation time" part: all resources under the managed cluster namespace, including the managed cluster namespace itself, if they need to be backed up, they need to be restored after the managed cluster resources are created(set the label value to cluster-activation).
