[RDR] Workload deployment proceeds on next page even without selecting a cluster name

      Description of problem:

      When appset or subscription based applications are deployed via RHACM console, UI allows to proceed on the next page of the deployment even if no cluster is selected. However, it's a mandatory field and shouldn't allow to proceed.
