Epic Goal

• Add a Sync button when viewing the Policy details or on the overflow menu in the policy table

Why is this important?

• If I update a configMap or secret, I want the changes to be sync'd to the remote clusters

Scenarios

1. I update a secret on the Hub, I expect the secrets to be replicated to the ManagedClusters
2. The UI should stamp the following annotation with a timestamp to the policy to trigger a reconcile:
   policy.open-cluster-management.io/trigger-update: 2021-09-16-1307
