Kubevirt CLI Instructions should appear as a popover

      Description of problem:

      As per the design spec, I'd expect the CLI instructions to appear as a popover within the kubevirt provider wizard, and the existing CLI-based platform to no longer exist.

      How reproducible:

      always

      Steps to Reproduce:

      1. go to create cluster > kubevirt
      2. observe cli-based platform is still available
      3. select kubevirt UI creation
      4. observe no popover for cli instructions

      Actual results:

      • No popover with CLI instructions in wizard
      • Old platform for CLI based still exists

      Expected results:

      • Popover with CLI instructions.
      • Platform for CLI-based is removed
