Background

Refer to ACA-532 for some history. Some resources only have read-only identifiers. In such cases we would typically use a tag with key of "Name". The CC API does not support server side filtering of resources by tags, however, making this approach practically infeasible.

This issue cannot move forward until the required functionality is added to the CC API.
