The aws-terminator repo has fallen a bit behind the times; depending on boto2, py2.7, and Ubuntu 18.04. Maintenance work is needed to keep this critical utility functioning and reliable.

The Ubuntu 18.04 image currently being used by the Github Action will be end-of-life on 2022/12/01 so this work must be completed prior to that.
