For azure_virtual_machine_with_public_ip role virtual network and subnet can't be created automatically during default network interface creation.

If the network interface is not specified, a default network interface will be created during creation of the VM, but it requires virtual network and subnet. In case virtual network and subnet don't exist, creation of VM will fail.
