ANSTRAT-632 - Phase 2: Azure Content Collection Enhancements

Background
Customers that need to configure transit routing with VPNed connections will need to create a local network gateway per VPN connection. Ansible could be used to help customers configure their Azure networking to manage their VNET VPN connections. While the Virtual Network Gateway is supported (though not fully), the local network gateway service is not supported in the Azure collection today.
Business Impact: Highlight to potential customers the potential of automating Azure networking configurations for their Azure local network gateway to connect VPN connections. Simply the networking process using Ansible, and broaden use cases for Azure resource management.
Story
As an Ansible on Clouds user I can configure Azure local network gateways with Ansible so that I can automation the connection configuration between Virtual Network Gateways to Local Network Gateways as part of my infrastructure management with Ansible.
