Set up Self hosted CI for vmware repos

      The purpose of this Epic is to reflect the effort that been done to establish a working upstream CI

      for 2 vmware related collections:

      1. validated content one - cloud.vmware_ops
      2. certified content one - vmware.vmware

      The CI will use github self hosted runner, which is a github action plugin that will be used as a "gating" between the vcenter environment that is behind redhat vpn, to the repos which are open to the community.

      The server will listen to PR requests arriving from the github repos and trigger github action job that will run the integration tests in that repo on the vcenter environment. 

      For this effort we will need to change the current way the integration tests are working, but for now, we will keep the vcsim (vmware simulator) and the rest requests as they are in addition to the vcenter enhancement.
