[RFE] Missing Analytics/Insights configuration to be reminded via a splash periodically 

When accessing a PAH or Controller UI as an admin, if the analytics/insights collectors are not configured you receive a splash message telling you so and a link to take you to configure them. This splash message can be dismissed permanently by electing to not show again. The splash should show every 30 days after initial installation.

We need to do this because the only time currently to enable the collections is at install time, after that you are never reminded to do it. Many customers may send data to us if they are reminded to configure it post install.  Maybe at time of install they did not have the detail to hand configure, or was not top of their agenda. ** 

Both Controller and Hub UI should splash this reminder.
